Did the prospect of random drug testing cause Justin Bieber to reject a plea deal in his Miami Beach DUI case?

TMZ reports that prosecutors have offered the Canadian pop star the standard sentencing deal usually meted out to first-time offenders charged with driving under the influence in relation to his arrest on Jan. 23.

The deal traditionally involves the accused performing a nominal amount of community service, along with an alcohol-education course and random drug testing.

Bieber has allegedly refused the plea bargain, sources tell TMZ, in part because he doesn't want to have to submit to the drug tests.

Bieber is reportedly also uncomfortable with taking an alcohol-education course for fear that he'd become a public spectacle.

Sources connected to Bieber say there are other reasons why the singer turned down the deal.

For starters, the Bieber camp believes the arresting officer stretched the truth when he said Bieber smelled of booze on the night of the incident; in the breathalyzer test, he blew .014 blood-alcohol content – below the legal limit in Florida.

They also say the Miami police were lying about observing Bieber drag race shortly before his arrest. The GPS device in his rented vehicle shows a top speed of 27 miles (44 kilometres) an hour on the night in question.

Sources say that Bieber has no intention of accepting any deal that includes probation, which would allow a judge to throw the book at him should he be arrested again.
