Toronto Mayor Rob Ford acknowledged having a "minor setback" in drinking again and being caught on video in a rambling, expletive-laced rant about the city's police chief – but insists the latest episode is a private matter.

Earlier this week, the mayor's brother Councillor Doug Ford appeared to be caught off-guard by the fact that his brother had been drinking again, telling reporters that the video couldn't have been shot recently.

"I wasn't betrayed, per se," he told AM640 Thursday. "I truly believed it was an old video, and I stated that. Obviously, I was wrong."

But despite the setback, he said his brother is doing well overall.

"He's focused, and he did have a minor setback. As we say – go off the wagon – but Rob's resilient, and he hopped back on."

Councillor Ford reiterated his view that the Toronto Police investigation against his brother is simply Chief Blair "playing politics."

He noted that Chief Blair's term is coming to an end, and said that Toronto should have a "strong mayor system," who has "the authority – the opportunity, if he needs to – to change every department, if he needs to do that, so be it."

Chief Blair has stated repeatedly that the investigation conducted into the mayor and his associates is being done "without fear and without favour."
