The Canadian Civil Liberties Association says it expects lawsuits to be launched in the wake of mass confusion surrounding police powers to stop and detain people during the G20 summit in Toronto.

Spokeswoman Natalie DesRosiers says it was a "major mistake" for the Ontario cabinet to pass a secret law that sparked the confusion.

She says the government owes the Ontario public an apology for failing to inform them of the new law.

The opposition parties say Premier Dalton McGuinty must accept responsibility for what they're calling a fiasco that curtailed people's civil liberties, but he has so far refused to explain why the regulation was kept secret.

NDP Leader Andrea Horwath sent a letter to Mr. McGuinty, saying his government seems to have withheld the information deliberately.

Ms. Horwath says it's the government's job to communicate changes to the law, not the police.
