As Toronto continues looking for cost-cutting avenues, attention has turned to public libraries. Of the city's 98 public library branches, the following 32 have the lowest ciruclation. The Toronto Public Library Workers Union said these are the branches most at risk of being shut down.

"We don't know how the closure decisions will be made but it is not going to be an easy task, politically speaking," said Maureen O'Reilly, president of the Toronto Public Library Workers Union Local 4948, in a press release.
