The Toronto Transit Commission has hammered out a compromise to stem or stave off service reductions on more than half of the 48 little-used bus routes identified for cuts when Rob Ford unveiled his budget.

The commission is expected to vote on Wednesday on a new proposal that would retain all of seven routes entirely and part of 19, for a saving of $4-million instead of $7-million in the original plan. (See routes below)

Under the proposal in last month's budgetjan10, late-night and weekend service on 48 lines was to be rolled back beginning on March 27.

No routes would have been scrapped entirely. The savings were intended to pay for more buses on heavily used routes this fall.

However, a public outcry prompted the commission of nine elected councillors to postpone its decision and hold four public meetings on the proposal.

"We heard a lot of compassionate feedback from the public that caused us to go back and look at our policy to see if it was achieving the goals that we were trying achieve around ridership and serving communities," TTC chair Karen Stintz said on Monday.

The transit authority's staff are recommending new criteria to establish which time periods need service and which do not.

The original proposal called for cutting hours of service in which 15 people or less board a bus per hour on a given route. The new plan reduces that standard to 10 per hour where the nearest alternate stop is more than 600 metres away.

For example, the old criteria would have seen the 120 Calvington bus stop running after 10 p.m. Monday through Saturday, with no service on Sundays and holidays. The new criteria resurrect Sunday and holiday service.

The 101 Downsview bus would have been cancelled from May through September; now it will continue on Saturdays and Sundays during those months.

If the commission votes in favour of the new approach, hours will still be cut on 22 routes as originally proposed. The changes would take effect in May.

"For the remaining residents, this is still a serious service cut for them," Councillor Janet Davis said. "I think when the mayor said no service cuts - absolutely none, and he said that many times, guaranteed - this still remains a service cut."
