Earlier Monday, Industry Minister Tony Clement said he will release a consultation paper in the next few days on easing foreign ownership restrictions in Canada's telecommunications sector that seeks to balance the needs of new wireless entrants and established industry players.

"We intend to move with prudence and undertake consultations," Mr. Clement told a crowd in a keynote address at the Canadian Telecom Summit in Toronto.
